Dick Emerson

Richard (Dick) Emerson

Dick brings more than 45 years of engineering experience to his partnership with GCD. His expertise is in designing, building, and supervising rural roads and bridges. Dick has worked as a civil and construction engineer in 14 countries designing and organizing major projects. Since retiring in 2000 he has organized and engineered water and residential projects in India, and now joins efforts with Engineers Without Borders (EWB) and GCD on projects in Honduras.

Steve Cook

Steve Cook

Steve is a licensed professional engineer in the state of Michigan. He has 25 years of infrastructure and structural engineering related experience with the Michigan Department of Transportation. He is accomplished in areas of planning, design, and construction of infrastructure and structural related projects and contract coordination. He has worked as a logistics and personnel manager for product delivery to meet critical path requirements for projects progress schedules.

Steve has eighteen years of experience working in an academic environment as a teacher and panel member on advisory committees for infrastructure and structural related issues. He is a current member, treasurer,and project manager for the Engineers Without Borders Detroit Professional Chapter. He is also a member of American Society of Civil Engineers, AASHTO American Welding Society, Transportation Research Board (NCHRP research projects). He has a working knowledge of Spanish.

Miek Paddock

Michael W. Paddock, P.E., P.S.

Mike is a senior project manager with CH2M HILL and is currently the Milwaukee Transportation Partners manager for the design of the Marquette Interchange and the Mitchell Interchange. Mike has managed several industry leading projects including the STH 29 section between Wausau and Shawano, which included several pavement test sections. In New Mexico, Mike was the design manager on the 120-mile NM 44 program which was the first in the nation to include a 20-year performance guarantee. He managed two design-build projects in Virginia and was the roadway design lead on a 200-km portion of the Pan American Highway in Peru.

His passion is working with students through Engineers Without Borders. Mike is the first President and co-founded the Wisconsin Professional Partners chapter of EWB. He has mentored many university senior design teams, designing and building dozens of projects in Guatemala and Bolivia. 

Mike has a B.S. in Civil Engineering and a B.S. in Surveying from Michigan Technological University. He is a Professional Engineer and Surveyor and is also a member of American Society of Civil Engineers (ASCE), Institute of Transportation Engineers (ITE), American Congress on Surveying & Mapping (ACSM) and Wisconsin Transportation Builders Association (WTBA).

Todd Shafer

Todd Shafer

Todd has fifteen years of experience on a wide range of projects. His primary focus has been in water and wastewater treatment design for municipal clients. He has experience with a wide range of project responsibilities, including project management, detailed design, and preliminary planning and design. He has additional experience in treatment process design, hydraulic analysis and design, design-build, construction management, and value engineering. Todd has international work experience, and extensive international travel experience.
