Tela
Tela is a coastal city with a growing tourism industry. The pipe network in the lively downtown neighborhood of Barrio El Centro was installed in the 1950’s. It is now operating over capacity. Approximately one-third of the neighborhood of El Centro is located in the heart of the downtown area. The city currently discharges raw wastewater into the nearby stream. It contaminates the ocean beaches of this coastal Caribbean city.
